The Nittan EV1-CHG-PCB is the replacement battery charger PCB for the Nittan evolution 1 single-loop touch screen fire alarm control panel (F12-83101). The charger keeps the panel's two 12 V standby batteries charged.
Nittan's installation manual explains that a Charger Fault means the panel has found the power supply is not charging the batteries, and that this is likely to be a problem with the charger PCB, which should then be replaced.
